KUALA LUMPUR (Oct 24): Petroliam Nasional Bhd (Petronas), in collaboration with the Department of Occupational Safety and Health (DOSH), has introduced the Offshore Self-Regulation Management System (OSR-MS).

In a statement today, Petronas said the system allowed for partial industry self-regulation in the management of offshore assets and facilities.

"The OSR-MS gives Petronas the mandate to regulate and oversee the management, safe operation and integrity of all offshore assets and facilities in the Malaysian waters, on behalf of DOSH," it said. 

The company said, the system was developed based on the internationally-recognised Publicly Available Specification (PAS) 55 Asset
Management Standards, and was in compliance with DOSH’s statutory requirements.

Petronas Vice President of Petroleum Management, Ramlan Abdul Malek, said safety has and would always be an utmost concern for the company, and the OSR-MS would be a key enabler for all upstream operators, in achieving HSE (health, safety and environment) and asset integrity excellence.

"The OSR-MS shows a high level of trust that DOSH has placed on Petronas, to ensure a structured system for self-regulation of offshore facilities, which will enhance asset integrity and HSE management excellence of all players involved," he said.

Petronas said the OSR-MS was a structured framework for self-regulation, while at the same time ensured that all offshore operators met statutory requirements, to minimise the risks of major incidents and reduce HSE hazards to personnel working at offshore facilities.

"The first phase of the implementation of the system is expected to be completed in 2016," it said.
